Scrappage Scheme – extended again

Transport Malta re-opens Grant Scheme on the Purchase of New Environment-Friendly Vehicles

Following the success of the scrappage scheme launched last December 2015, Transport Malta is hereby extending this scheme for the third time. Another €400,000 has been allocated.

Transport Malta will be receiving further applications for the Grant which will be processed on a first come first serve basis. The initiative is aimed to encourage people to dispose of their old vehicles and to invest in new cars with lower emissions.

1,016 vehicles have already benefitted from this scheme amounting to €800,000.

Vehicle owners who applied for the scheme were entitled to between €700 and €900 upon the purchase of a new M1 motor vehicle (used for the carriage of persons and which may carry no more than eight passengers in addition to the driver, the CO2 emissions of which do not exceed 130g/km and its length does not exceed 4460mm, and is licensed for private use only) that qualifies for the grant scheme whilst at the same time de-registering a vehicle in the same category.

The scheme in the form of a grant to incentivise the purchase of Battery Electric Vehicles and Battery Electric Quadricycles is still applicable. 

Regularising disposed vehicles

Provisions to regularise vehicles which are declared as garaged but have been scrapped is being extended following overwhelming response

The provisions to regularise vehicles which are declared as garaged but have been scrapped or disposed of without informing Transport Malta will be applicable until the end of September 2017 but if the vehicle has been disposed of prior to the 1^st November 2013 without giving notice to the Authority, a fee of €150 instead of €100 will be paid to the Authority. Furthermore a fee of €600 instead €500 shall be paid to the Authority for de-registration of any vehicle which is not disposed of at an authorised facility after the 1^st October 2017.

Between January 2014 and June 2016 a total of 10,300 vehicles were scrapped.

Since 1^st November 2013, scrapping or de-registering a vehicle is only permitted if the owner presents a certificate of destruction issued by an authorised facility. The certificate confirms that the vehicle was transferred in accordance with the Waste Management (End-of Life Vehicles) Regulations.

Green Vehicles Grant re-launched

Transport Malta re-opens Grant Scheme on the Purchase of New Environment-Friendly Vehicles and extends the Grant Scheme on the Purchase of Electric Vehicles to include Local Councils

Transport Malta, in conjunction with the Ministry for Transport and Infrastructure, is extending the current scheme in the form of a grant to incentivise the purchase of Battery Electric Vehicles and Battery Electric Quadricycles. Following the success of the scheme launched last January, a further €100,000 has been allocated and the scheme has now been extended to include Local Councils.

This scheme is aimed at reducing the number of old motor vehicles from the road while promoting the use of clean and energy efficient vehicles as a way to contribute towards the  reduction of traffic generated pollution and   improvement of  air quality levels.

A grant of €4,000 will be given to persons registering a new or used electric car and €2,000 to those registering a new or used electric quadricyle. The grant shall increase from €4,000 to €7,000 in cases of persons registering a new Battery Electric Vehicle while at the same time opting to de-register another internal combustion engine propelled vehicle which is at least 10 years old from the year of its manufacture.

The scheme is also open to both new and second hand Battery Electric Vehicles which should not exceed 12,000 km on the odometer and would not be more than 24 months old.

In addition, Transport Malta and the Ministry for Transport and Infrastructure is also launching two new grants to further promote Electromobility.

Purchase and Installation of Electric Vehicle Charging Pillars for the Business Community and NGOs

The Government in conjunction with Transport Malta is launching a new scheme to incentivise the Installation of Electric Vehicle Charging Pillars for the Business Community and NGOs.

The scheme is aimed assisting market entry of the electric vehicle charging technology and to assist business undertakings and NGOs to switch to cleaner vehicle technology, by assisting the increase in technology available to recharge car batteries.

The grant will amount to a maximum of €2,000 per electric vehicle charging pillar. Every eligible entity can install more than one electric vehicle charging pillar but shall be entitled to only one ‘total’ grant under this scheme which will be inclusive for up to a maximum of five (5) charging pillars. A company may install the pillars specifically for its use or for the use of its clients.

Government Grant for the Upgrading of New Plug-in Electric Vehicle Importers’ Service Centres and Staff Training

Another new scheme that the Government, in conjunction with Transport Malta, is launching is a scheme to incentivise the Upgrading of Electric Vehicle Service Garages established within new plug-in EV Car Importers.

The scheme is aimed at assisting the market entry of the new plug-in electric vehicles in the Maltese Islands which are not yet available on the national market and to assist car importers to start offering Support Servicing on their sold EVs. This will prompt private persons, the business community and NGOs to switch to cleaner vehicle technology, especially since with such a scheme vehicle servicing can be done locally.

The grant will amount to a maximum of €25,000 per Car Importer. The scheme is for a grant intended for established new-Car Importers and their current Service Garages to cater for the maintenance of new Plug-in Electric Vehicle models currently both on the Maltese car market and new vehicles intended to be introduced on the Maltese new car market. The grant can also be used for/or in conjunction with staff training and re-training.

All applications will be handled on a first come first served basis.

These are other initiatives of the Ministry for Transport and Infrastructure and Transport Malta as part of Government policy to promote the use of clean and energy efficient vehicles.

Over the last few years Government had published its policy to promote the introduction of    electromobility in Malta with the publication of the Malta National Electromobility Action Plan (MNEAP) and the set up of the Malta National Electromobility Platform (MNEP).

Vat refund: 2005 vehicles

A Once-Only grant for vehicles registered and licensed for personal use

The Government will be refunding  VAT paid on registration tax for vehicles registered in 2005.

As announced during the last Budget, Government the equivalent amount of VAT paid on the registration tax (less the one time grant payment in 2014 of either €110 (vehicles) or €55 (motorcycles) to all vehicle owners who were eligible for the scheme that was published during 2014) to vehicle owners who had a vehicle registered between the 1^st January and 31^st December 2005.

This payment will be issued in one full and final settlement by cheque, which shall be posted to the address indicated on the application form in the coming months. As was announced the same process will be adopted in the following years, until all payments for the eligible applicants up till the end of 2008 are settled.

Transport Malta will be notifying in writing the applicants who were eligible for the grant and who had registered a vehicle between the 1^st January and 31^st December 2005.

In order to apply for the grant, vehicle owners who receive the notification by Transport Malta must verify their personal details, sign and return the application form to Transport Malta in order to accept the conditions stipulated in the grant. The application form must be duly filled in, signed and sent by post or submitted in person by not later than the 29^th July 2016 to one of the following addresses below:

New Guidelines for Vintage Vehicles

Policy guidelines related to the classification of vintage vehicles and motorcycles

Transport Malta has published a set of policy guidelines for the classification of vintage vehicles and motorcycles.

The guidelines will come into effect as from 3rd August 2015. It is the first time Malta has a set of guidelines to classify these vehicles.  Guidelines will help car owners to classify a vintage vehicle.  

Vintage vehicles will have specialised number plates.  The numbers will be printed in green not in black.  This will help curtail abuse.  Transport Malta will be informing current vintage vehicle owners to change their current registration plates. 

Vehicle owners wishing to have their vehicle classified as vintage are encouraged to visit this link and read the guidelines.  There will be an administration fee of €50 for each application. Transport Malta has launched a scheme to regularise vehicles that have been disposed of without informing the Authority. Scrappage or de-registration of vehicles is only permitted if the vehicle owner presents a certificate of destruction issued by an authorised facility. This certificate confirms that the vehicle was transferred in accordance with the Waste Management (End-of Life Vehicles) Regulations.

Transport Malta is aware that certain vehicle owners have returned the registration plates of their vehicle, garaged it but then scrapped or sold their vehicle without informing the Authority.

Transport Malta will be sending a letter to all vehicle owners who have garaged a vehicle to confirm the address where such vehicle is garaged.  Transport Malta will ascertain that the vehicles are still in possession of the owner.

Vehicles which are declared as garaged but which have been disposed of prior to the 1^st November 2013 and without giving notice to the Authority, may be de-registered with the Authority upon presentation of a sworn affidavit by not later than the end of February 2016.

If a vehicle has been unofficially disposed of after the 1^st November 2013, a fee of €100 will be paid to the Authority. Such concession will be available until the end of February 2016.

A fee of €500 shall be paid to the Authority for the de-registration of any vehicle which is not disposed of at an authorised facility after the 2nd March 2016.

Regularise Outstanding Arrears of Motor Vehicle Licence Fees

Scheme to Regularise Outstanding Arrears of Motor Vehicle Licence Fees re-launched

Transport Malta has re-launched an updated scheme to regularise outstanding arrears of motor vehicle licence fees.  

The legislation has been amended. Defaulters, having an unlicensed vehicle registered on their name, will not be able to register or transfer another vehicle to their name.

 

It is illegal to drive a vehicle on the road without a valid annual circulation licence. If the licence remains unpaid, a monthly administrative fine of €10 will be levied on the vehicle owner, 90 days after its expiry date. Vehicles on the road, whose licence has expired more than 90 days before, will be towed.

The scheme is available for all vehicles that have been scrapped, destroyed, stolen, or garaged without notifying Transport Malta. It is also available for those who were unable to renew their vehicle’s licence.

The scheme also makes provisions for:

• Vehicles which have been scrapped by a deceased owner whose heir/s denunciate to the will;
• Individuals who have scrapped a vehicle and are residing in a home for the elderly, hospital asylum or similar institutions.

Transport Malta is also launching another scheme aimed at regularising garaged and scrapped vehicles.
