Gas Conversion Scheme to Convert Vehicles to Autogas/LPG

As announced in the Budget 2016 speech, the Ministry for Transport and Infrastructure in conjunction with Transport Malta, is launching another scheme to give an incentive for vehicle owners to convert their vehicle’s fuel system to Autogas/LPG.

This is another environment friendly budget measure aimed at reducing the amount of emissions generated from road traffic. Subject to various conditions, the grant amounts to €200 which will be given upon the conversion to Autogas/LPG of a Category M1 vehicle, (a passenger vehicle with a seating capacity of up to eight passengers and the driver) or a Category N1 vehicle, (a vehicle designed and constructed for the carriage of goods and having a maximum mass not exceeding 3.5 tonnes).

The scheme comes into effect as from the 1st January 2016 and closes on the 31st December 2016 or earlier if the maximum of 250 claims has been reached. Applications are processed on a first come first serve basis. Persons who have converted their vehicle to Autogas in 2015 may still apply for the scheme.

Imported used vehicles by residents of Malta

Imported used vehicles will need a 30 day permit to drive in Malta from 1st January.  Vehicles without the permit will be towed.  

The permit, in the form of a licence disk affixed to the windscreen, will allow owners to drive imported vehicles on Maltese roads for 30 days before registering them.  The system will curtail abuses by owners who used to drive imported vehicles without registering or insuring them.  

A resident who imports a used vehicle in Malta has to inform Transport Malta by the first working day after its arrival.  Transport Malta will issue the 30 day permit against a fee of €20. The owner needs to submit an insurance policy and a copy of the vehicle log book.  The importer may opt to register the car immediately instead.

From 1st January, Transport Malta will also check the chassis number of the imported vehicle against a police database to make sure the vehicle is not stolen.  The administration fee for registering an imported car will increase by €5.

Electronic Lane Changing Signs

Installation of Electronic Lane Changing Signs to the pedestrian bridge in Triq Aldo Moro il-Marsa, will continue tomorrow and Wednesday 30 December, between 09:00hrs and 15:00hrs.

During works, one lane will be closed to traffic direction to Valletta only.

The project will help manage traffic and improve road safety.

Motorists are advised to proceed with caution. Any inconvenience is regretted.

 Shuttle Service between Floriana Park & Ride & Valletta during feast days

The shuttle service between Floriana Park & Ride & Valletta will operate as follows:

  • Christmas Eve – until 21:00hrs
  • Christmas Day – as per Sunday Schedule until 21:00hrs.  Service will be suspended between 11:00hrs and 13:00hrs.
  • New Year’s Eve – until 02:30hrs of the 1st January 2016
  • New Year’s Day – as per Sunday Schedule until 21:00hrs.  Service will be suspended between 11:00hrs and 13:00hrs.

New Emission Level Standards

EU emission level standards will change as from 1st January.  Used M1 vehicles manufactured before 2006 will be dubbed Euro 3 or less. Used M1 vehicles manufactured between 2011 and 2013 will be considered as Latest Euro standard -1, whilst used vehicles from 2014 onwards will be considered as latest euro standard, (5b or euro 6b).  Further details in tables below.

 The European Commission regulations 459/2012 and 692/2008 are an incentive to register newer, cleaner cars and hence cars with lower emissions.  The euro standards are tied with the registration tax.  Used imported Euro 5a /6a vehicles (with a year of manufacture between 2011 and 2103) or less will pay a higher registration tax.

New electronic signs in Aldo Moro

Next Sunday, Public Transport will be changing.

Malta Public Transport will be implementing new routes and changing others on Sunday.

 

After Sunday, the service will include localities that were not served before and buses will now be covering 2.5 million kilometres more each year. Mater Dei Hospital and University will have dedicated routes, 12 of which were extended to serve St. Luke’s Hospital.

 

19 new routes will be introduced while more than 30 routes will be changed.  Changes include extensions to new areas, trimming so the buses reach their destination faster and increased frequencies.

The bus interchange for Mater Dei Routes will be at University.  Commuters from Mater Dei Hospital can board any bus that will take them to University. There they can board another bus to reach their destination.  The new arrangement was designed to reduce accidents and traffic congestion in front of Mater Dei.

The changes are being introduced during the Christmas period, where traditionally less commuters use Public Transport, to allow time for bus users to find their way through the new routes.  During this period, buses operate on a seasonal schedule.  A number of routes will be changed extensively.  We urge regular commuters to consult the booklet that is being sent to all households to determine whether their routes will be affected.  Kindly contact Transport Malta or visit news.transport.gov.mt for further details.

The new routes will be implemented as part of a major route network overhaul.  An overhaul designed by Transport Malta following a consultation period during which over 3,500 proposals were considered.  Local Councils were actively involved in designing the new routes.

 

Transport Malta and the Ministry for Transport and Infrastructure will convene a new consultation period where the new routes will be fine tuned.

Kappara Junction Contract Signed

The Department of Contracts  signed a €22.4 million contract with the Spanish joint venture SJ Kappara K.V. for the construction of Kappara junction.

The contract was signed today by the Director General of the Department of Contracts,  Anthony Cachia, on behalf of the government of Malta, and the joint venture’s administrator, Mr Alvaro Bastida Cilleruelo.

Minister Joe Mizzi, Minister Edward Scicluna and Transport Malta’s Chairman, James Piscopo were present for the signing.

Besides the junction itself, lanes to connect the bridge, diversion lanes and underground infrastructure will be constructed as well.

Works start early next year.
